LOS ANGELES (AP) — County Sheriff Mike Boudreaux is advancing to a May election in California to decide who will complete the remainder of the term of deposed former U.S. House Speaker Kevin McCarthy, which runs through January. Boudreaux will face state legislator Vince Fong in the May 21 special election in the 20th District. Boudreaux is the Sheriff of Tulare County in the state’s Central Valley. Republicans are expected to easily hold the seat, and the party’s fragile majority in the chamber was not at stake in Tuesday’s election. The district, which cuts through the Central Valley farm belt including parts of Bakersfield and Fresno, is the most strongly Republican House seat in heavily Democratic California.

California’s most conservative congressional district just experienced its own version of the “Groundhog Day” time loop. After two elections, held two weeks apart, the same two candidates have advanced to two subsequent elections. Both Mr. Fong and Mr. Boudreaux had already won a chance to vie in the November general election for a full, two-year term, starting in January 2025. Mr. Boudreaux, the longtime sheriff of Tulare County, finished with about 26 percent of the vote. As the top two finishers — and with neither candidate taking 50 percent of the vote — they will compete again on May 21 to determine who completes Mr. McCarthy’s term.

NEW ORLEANS (AP) — A Louisiana lawyer who objected to the state bar association’s public statements on several issues including health tips and LGBTQ rights can no longer be forced to join or pay dues to the association, a federal appeals court has ruled. Circuit Court of Appeals order, dated Monday, blocks the Louisiana State Bar Association from forcing attorney Randy Boudreaux to join the LSBA or pay its dues, at least for now. Boudreaux's is one of more than two dozen cases playing out around the country challenging state requirements that attorneys join and pay dues to state bar associations. Organizations including the Goldwater Institute and, in Louisiana, the Pelican Institute, are challenging mandatory bar association membership as violations of free speech rights. The association's promotion of an article on the effects of student loan debt on young lawyers was not germane, the court found.

LOS ANGELES, March 9 (Reuters) - Flood watch notices were posted across northern and central California for Thursday ahead of an atmospheric river storm expected to douse much of the state with heavy rain, including mountain areas still buried from a near-record snowfall. But smaller, waterfront communities along several major rivers and their tributaries also braced for the possibility of overflowing streams swollen by heavy showers and runoff of melting snow. Elsewhere, the NWS issued "prepare now" alerts for residents along the Big Sur, Carmel, Salinas and Pajaro rivers. "It's really a combination of all this heavy rainfall coming and also rapidly melting snow." The looming deluge follows a three-week barrage of nine atmospheric river storms that struck California in late December through mid-January, triggering widespread flooding as well as hundreds of mudslides, rockfalls and sinkholes across the state.
Elevance Health, the major US health insurer formerly called Anthem, said Monday that it plans to acquire Blue Cross and Blue Shield of Louisiana in a rare merger between two Blue-affiliated health insurers. It's possible that if the merger goes through, the Louisiana Blue could flip to using Elevance's PBM. While competitors like UnitedHealth, CVS, and Humana are pushing deeper into delivering primary care, Elevance has focused on owning businesses that serve people with serious and chronic illnesses. Carelon's strategy has been to sell its services to both Elevance's own health plans and other Blue-affiliated insurers. Carelon brought in almost $41 billion in revenue in 2022, and 60% of that came from Elevance's own health plans, Boudreaux said Wednesday.
A 16-year-old mother and her infant son appeared to be fleeing what authorities described as a "massacre" at their California home when they were shot in their heads, officials said Tuesday. Others killed in the shooting included Rosa Parraz, 72; Marcos Parraz, 19; Eladio Parraz, 52; and Jennifer Analla, 49. At one point, he could hear the shooters rattling the door knob before they moved on, Boudreaux said. Boudreaux declined to say why the family appeared to have been targeted by a gang or cartel. Six victims were shot dead at the 6800 Block of Harvest Road, Tulare County Sheriff Mike Boudreaux told reporters on Monday. We believe that there are gang associations involved in this scene, as well as potential narcotics investigations," Boudreaux said.
